How much does a vespa weight?
It's going to depend on how long your legs are. A Vespa's seat height is around 32–33″ inches but will be less once you've sat on it and compressed the suspension. It's fairly light weight and what weight it has is situated fairly low. This will make it easier to handle.

Pro: Gas Mileage
Complex Says: A mechanically sound 49cc Vespa averages 90 to 100mpg. Neither motorcycles nor cars have gas mileage that good. Ride a Vespa to keep more money in your pocket for more important things. Like video games.
Results: The Odds Ratio (OR) of severe injuries was significantly higher in the standard motorcycle riders' group (OR: 3.09; 95% CI: 1.9-4.21; p: 0.013). The frequency of lower extremity fractures was significantly lower in the Vespa group (OR: 4.11; 95% CI: 2.01-6.25; p = 0.012).
Nope. Scooters are a lot easier to ride than motorcycles because they have a lower center of gravity. It's a little more similar to driving a jet ski, so you can probably pick up the driving pretty easily. (It's driving in traffic that takes practice.)
Why is Vespa so expensive?
The brand, goodwill of the brand, its technology all of this is something that affects the price of the Vespa model. Piaggio is an international brand from Italy. And the European currency is a major reason for the Vespa model to be so expensive.
As a beginner, you don't need to have the flashiest bike on the block, but a Vespa certainly helps. It's definitely designed like a style accessory that you can ride so it's pretty much perfect to turn heads. On top of that, you don't need to armor up like Iron Man every time you ride—though it is recommended.
Are hills a problem on a scooter? Nope, not on a scooter with a decent sized engine. With a moped, you'll make it up the hill, but it will be a slow journey. Both of my Vespas have been better at handling hills than a lot of cars I've driven were.
Though, if you're not in a rush or looking for a rush, you can cruise down the road ever so stylishly and comfortably to your next stop. The bike will do that to you. It'll have enough grunt to get you up to reasonably fast speeds, but it can tone down into one of the easiest bikes to ride.

Again, this varies... with the scooter's capabilities. All scooters 50cc and above are considered street legal these days, meaning they must abide by the prevailing traffic laws, ride in the road (not on the shoulder or sidewalk), etc. Scooters equal to or above 150cc are freeway, interstate and highway legal.

You can use regular gas in a scooter, but I use premium in mine.
