Writer Gov James Martin recognized four companies and a US Marine base Thursday for reducing wastes they generate Martin presented awards for outstanding achievement in waste management to two companies representing large and small industries and significant achievement awards to three others "This award is our way of publicly thanking North Carolina companies and individuals who have demonstrated that pollution prevention pays" Martin said at a ceremony in Raleigh "North Carolina is a national leader in demonstrating how to properly manage our waste" he said "Obviously this effort couldn't be possible without the cooperation of businesses and in dustries such as the ones we are recognizing today" Newton Instrument Co a Butner firm that manufactures telephone and communications equipment won the top award for small companies Rexham Corp of Matthews which produces coated and laminated industrial films won the top award for large companies Winners of significant achievement awards were: Schwitzer an Asheville company that manufactures engine turbochargers and fan drives for the transportation industry Technibilt a Newton company that manufactures shopping carts and material handling equipment and the US Marine Corps Air Station and Naval Aviation Depot at Cherry Point The awards sponsored by the pounds a year by switching to boilers that burned spent solvents rather than natural gas or fuel oil he said The company spent about $30000 on the conversion which saved about $220000 in the first year of operation "Most industries participate in this type of program not for the acknowledgment but for their own survival" plant manager Richard McClintock said Newton Instrument saved about $16000 last year by installing a drying machine that reduced their waste sludge production by 90 percent said Patrick Patton a chemist for the company "We figure a drum of sludge costs about $50 to get rid of" Patton said "We were sending away about 25 to 30 drums vision" Brodie Governor's Waste Management Board are based on candidates' efforts in using recycling and innovative technologies to reduce the amount of wastes they produce The board began the program in 1981 as a way to prevent pollution by encouraging companies to reduce their wastes board Chairman Ralph McAlister said Award winners however said their waste-reduction efforts had saved them money as well as helped protect the environment "It's good business" said Gordon Miller Rexham's manager of safety and environmental affairs "Waste minimization is really the way of the future It's too costly to produce all this waste and have to dispose of it" Rexham reduced its hazardous waste production by about 600000 policy said he did not disagree with removing the banner because he found it in poor taste However students distributing leaflets apparently were doing so in a peaceful manner in accord with university policy he said Brodie read the University Policy Manual to state the school's position on peaceful demonstration which says in part: "It is the policy of the university to protect the right of voluntary assembly to make its facilities available for peaceful assembly to welcome guest speakers (and) to protect the exercise of these rights from disruption or interference" Brodie said he did not agree with a comment made by Dumas the public safety chief to the student newspaper The Chronicle that when the president was invited "you play by their rules" He said university policy must be followed as well De Pasquale and other commission members said at a council meeting Thursday that they had not been invited to the meeting because they do not think the rose-colored concrete that will be used in some parts of the project will tie all the cultural buildings together "We have been here for three hours trying to serve the citizens of Durham and then find out that a decision has already been made" Commission member Myra Markham said she had been asking since last June when the commission could see the plans but city officials repeatedly told her they weren't ready Several council members agreed that they had been remiss in not inviting commission members to the meeting but said there was probably nothing they could do about it now "I definitely feel we owe an apology at least to the HDC" said council member Clarence Brown "We're in a position now where we can't really change our minds" PHIL PITCHFORD Group says it was snubbed on Durham civic center plans In an interview after his remarks Brodie said he had not had a chance to talk with everyone involved in the complaints and could not say whether any allegation was serious enough to warrant disciplinary action Several students involved have threatened to sue the university Brodie said while that route was always open he hoped students would use internal procedures for handling complaints "I think the real issue is that we want to look to the future and make sure we safeguard the right of non-disruptive and peaceful dissent for visitors to our campus and for all members of the university campus" he said Brodie said Reagan had to pass a sizable demonstration to get to Cameron Stadium so he thought the right of student dissent was not completely silenced RT Gregson Raleigh school official dies Raymond Gregson a retired assistant superintendent for Raleigh city schools died Wednesday He was 79 Gregson of 5200 Rembert Drive worked in the Raleigh school system for 45 years before its merger with Wake County schools Gregson Stadium at Sanderson High School is named for him He joined Broughton High School in 1931 as a social studies teacher head football coach and athletic director a post he held 10 years He then became dean of boys for three years Gregson moved to the central office as business manager and in 1961 became assistant superintendent He retired in in 1976 Cornelia Tongue a student at Broughton while Gregson was coach said she remembered him as an "absolute gem of a fellow" One year in the late 1930s she said the Broughton teams won four state championships in football basketball baseball and boxing By MARY BURCH Staff Writer DURHAM Duke University public safety employees violated the university's free-speech policy by seizing materials from protesters during President Reagan's visit to campus Feb 8 Duke President Keith Brodie said Thursday Brodie made the statement before the university's Academic Council which is made up of faculty members "Whenever something like this happens it is an opportunity to reaffirm our commitment to free speech" he said Brodie told the council that Duke's public safety department was perhaps "too aggressive" in complying with the Secret Service's directions in violation of university policy rights struggles in the early 1960s died of prostate cancer Tuesday while traveling in California He was 64 King who rarely used his given name Chevene represented the Rev Dr Martin Luther King Jr who say in plans for the proposed downtown civic center Commission members said they had been told they would be asked to comment on the plans before the council took any action on them but said they were purposely ignored because council members knew they would oppose the color scheme presented by the developer "What they did was stall us They knew we were in opposition" said Frank A De Pasquale a member of the commission "It's an insult They ignored a commission they formed and that is not democracy" Mayor Wilbur "Wib" Gulley denied the commission had been omitted from the evaluation process Instead he said there had been a breakdown in communications "I think that characterization of stalling in general is in error" Gulley said "They've recommended a number of things to us that we've charged with shoplifting after long chase Cary police Thursday afternoon arrested two women described as "professional shoplifters" after Burlington Coat Factory employees chased the pair about a mile from the South Hills Mall into a residential area The women identified as Gloria Oka for 32 of 3312 Quail Hollow Raleigh and Diane Otero Armstrong 33 of 1006 Sunset Ave Asheboro each were charged with felony larceny and possession of stolen property They were being held in Wake County Jail late Thursday in lieu of $5000 bond Cary Police Detective SE llolden said the women had a "shoplifters' shopping list" A search of the suspects and their car revealed a variety of clothing and household items ranging from a $650 outfit to motor oil and car wax Holden said Holden said the women were security officers in the Burlington store about 4:30 pm They were chased out of the store and into a nearby residential area Holden said When the store employees passed a city truck they asked the
